Why does Saxo Bank require PIT-38?

Saxo Bank is a foreign broker, and all stock transactions in Poland require filing PIT-38. Additionally, as a foreign broker, it also requires the PIT-ZG attachment.

PIT-38 is an annual tax return for capital gains income. The capital gains tax rate is 19% (so-called Belka tax).
